Improving cycleways locally - who do I contact?

Given that York has been included in the £100 million I was wondering who in the council should be the point of contact for suggestions/requests for changes to local infrastructure to improve local cycle access. Can anyone (Arthur?) advise?

Doubly a good time to put your 2p worth to the city council at the moment - I understand they have a few issues with the developers of the old Terry's site regarding transport/infrastructure provision, so a bit of bike-friendly input on the subject may not go amiss.
