Winter Bike wanted

There's a club rider after a clubrun bike for the winter. 53-54cm. Upto £250. Anybody got anything suitable?
I see where you are coming from
Old steel frame with horizontal dropouts
Obviously no gears to worry about
Should leave enough in the budget for some mudguards and a home made mud flap?
