Lugs is fine, I love lugs too, this particular customer liked the idea of fillets. Thats the fun thing about a custom bike, there are less limits.

I didn't get the exact weight of the frame, but it is easily as light as an alu frame of the same size, though a much more forgiving, but still ...

This is more likely to be more your cup of tea than any of my bikes so far.
